Local man sentenced to prison, accused of ‘cooking’ crack in Litchfield apartment

CONCORD — Felony charges of possession of cocaine with intent to distribute and possessing a firearm as a felon that Litchfield police filed in August 2021 in Superior Court against current Manchester resident Kevin Scott resulted in Scott’s sentencing Thursday to 72 months in federal prison.

The allegations in the case, which went federal earlier this year, stemmed from information Litchfield police received from a confidential source, who said Scott, 46, was “using an apartment in Litchfield to cook crack cocaine,” according to a statement issued by U.S. Attorney for New Hampshire Jane E. Young.

Based on that information, police set up surveillance at the location, the address of which wasn’t provided. The surveillance, authorities said, “revealed Mr. Scott coming in and out of the apartment, carrying a fanny pack from the apartment into his car.”

On one occasion, law enforcement personnel working in conjunction with Litchfield police watched Scott get in his car and drive off, at which time they conducted a traffic stop of Scott’s vehicle.

A subsequent search of the vehicle, authorities said, turned up a Glock 9mm pistol, nearly $11,000 in cash and lactose powder — “a known cutting agent for cocaine,” according to the statement.

Litchfield officers also found a baggie near where Scott had been standing before he was arrested, and determined it contained about 5.8 grams of crack cocaine and the same amount of powder cocaine, the statement reads.

Further, “text messages from Mr. Scott’s phone confirmed his involvement in drug trafficking,” according to the statement.

Young, the U.S. Attorney for New Hampshire, praised the work of Litchfield police and their collaborative work with ATF and DEA agents.

“Felons like the defendant who carry guns and deal drugs pose a unique threat to the safety of our communities,” Young said. “Due to the efforts of the Litchfield Police Department, working in collaboration with ATF and the DEA, the defendant’s efforts to distribute dangerous narcotics were thwarted and he has been held accountable for his crimes,” she added.

DEA special agent in charge Brian D. Boyle said his agency “is committed to investigating individuals involved in drug trafficking like Mr. Scott in Litchfield.

“As we all know, drug trafficking in our communities, along with the gun violence that often accompanies it, is a serious threat to our families and communities. DEA and its local, state and federal partners are dedicated to bringing to justice those who commit these crimes,” Boyle added.

James M. Ferguson, special agent in charge of the ATF Boston Field Division, said ATF “remains dedicated in our efforts to keep firearms out of the hands of those who are prohibited from possessing them.

“ATF will continue to work with our state, local and federal law enforcement partners to combat violent crimes that occur within our communities.”
