Four arrested following multiple drug-related incidents — including 7 overdoses — at Nashua residence

NASHUA — A lengthy investigation into what police described as “the continuous and uninterrupted narcotics-related activities” at 6 Mountain View St. over the course of more than four years has led to the arrest of four people, one of whom is 60-year-old Paul Ouellette, the occupant of the residence, police said.

Ouellette is charged with one count of common nuisances, a Class B felony that accuses him of knowingly keeping and maintaining his residence as a place for drug-dependent persons to use controlled drugs and allowing the residence to be used for the illegal keeping and selling of controlled drugs, according to the definition of the common nuisances charge.

Police, as well as city emergency medical personnel, are quite familiar with the address, which police said has been the site of two previous search warrants relating to the sales of controlled drugs; three arrest warrants issued for individuals distributing controlled drugs between February 2018 and last month; and seven occasions on which emergency services personnel were required to treat individuals experiencing adverse reactions to the ingestion of illicit drugs, according to police.

Ouellette, police said, “was aware of the aforementioned incidents, and still knowingly kept and maintained his residence as a place for drug-dependent persons to use controlled drugs and allowed the residence to be used for the illegal keeping and selling of controlled drugs.”

City property assessment records list the owner of 6 Mountain View St. as “the estate of Lorette L. Owens,” who is believed to be deceased and appears to have been related to Ouellette.

Ouellette and the other three defendants were taken into custody late last week, when a team of law enforcement officials representing uniformed officers, the department’s Problem Oriented Policing Unit, the Hillsborough County Sheriff’s office and Drug Enforcement Administration’s Manchester district office executed a search warrant on the premises.

Arrested in addition to Ouellette were Ashley Reeves, 30, also a resident of 6 Mountain View St.; and Christopher Yniguez, 29, and Elissa Card, 25, both of no fixed address.

Reeves is charged with one count of theft by unauthorized taking, a Class A misdemeanor.

Yniguez is charged with possession of heroin/fentanyl with intent to distribute, a special felony; and one count of break of bail, a Class A misdemeanor.

Card is charged with one count of theft by unauthorized taking, a Class A misdemeanor.

Cash bail was set for all four defendants. Their cases are proceeding in court.
