Open borders

Some candidates for President are talking open borders. What does that mean?

Does that mean we can tax Mexicans, or that Canada can tax us? If there is no line of demarcation, how do you know where one country stops and another begins.

If we have no country borders, do we need state borders? If there are no state borders, do we need state legislatures, or Governors? Do these open borders also apply to county lines or city limits? If you live in California, do you want someone from Maine, telling you what you can or can’t do. And visa versa, if you are from Maine. If you are a farmer in Nebraska, do you want someone from New Jersey or Delaware, telling you what you can or can’t do with your farm land? Why not there are no borders or rules. Silly isn’t it. So are open borders, only more so.
