As an affiliate of the Internet Crimes Against Children (ICAC) Task Force, the Nashua police Cyber Crimes Against Children Unit works “to combat child exploitation in New Hampshire,” often conducting investigations and apprehensions with members of other law enforcement agencies.

The suspects, their charges and the nature of their alleged offenses follow.

Police urge anyone who has any additional information regarding the five suspects, or anyone who wishes to anonymously report cases of child exploitation or has information on non-compliant sex offenders, to contact the department’s Crime Line at 589-1665.

* Francisco Velez, 34, of 29 Atherton Ave., Nashua. Three counts, possession of child sexual abuse images (CSAI), Class A felonies. Police received information in July 2020 that Velez was allegedly involved in the sexual exploitation of children via the internet. Members of the Special Investigations Division and Cyber Crimes Against Children Unit (CCACU) furthered the investigation, leading to a warrant being issued for Velez’s arrest. He was taken into custody Tuesday and later released on personal recognizance bail pending a future arraignment in Hillsborough County Superior Court South.

Paul Brogna, 29, of 180 Union St., Apt. 9, Laconia

* Christopher Foster, 44, of 1 Blackberry Way, Unit 211, Manchester. Charged with computer pornography prohibited, Class B felony. Members of the CCACU in June identified Foster as an individual allegedly involved in the sexual exploitation of children via the internet. A warrant was issued; he was arrested Tuesday, and ordered held on preventive detention pending a Wednesday arraignment.

* Paul Brogna, 29, of 180 Union St., Apt. 9, Laconia. Charged with indecent exposure and lewdness, Class B felony. CCACU in June identified Brogna as allegedly involved in sexual exploitation of children via the internet. Arrested on warrant Wednesday, held on $540 cash bail pending arraignment.

* Keith Lacasse, 51, of 233 Prospect St., Manchester. Seven counts, duty to report — subsequent offense, Class A felonies. Lacasse must register as a Tier III sexual offender due to a 2001 conviction of two counts of attempted sexual assault and a 2005 conviction for certain uses of computer services prohibited, both in Superior Court. Lacasse is also subject to enhanced penalties due to a 2014 conviction for registration of online identifiers. In November 2021, Nashua police learned Lacasse was allegedly non-compliant with his sex offender registration. An arrest warrant was issued; he was arrested Wednesday. He also had outstanding warrants from other jurisdictions. He was held without bail pending arraignment.

* Richard Sullivan, 80, of 54 Cypress Lane, Nashua. Charged with duty to inform, a Class B felony. Sullivan has a duty to register as a Tier III sexual offender in New Hampshire due to a 1995 conviction in the Circuit Court of St. Charles, Missouri, on charges of sodomy and deviate sexual assault. In September, Nashua police learned Sullivan was allegedly non-compliant with his sex offender registration and issued a warrant, on which he was arrested Wednesday. Sullivan was released on personal recognizance bail pending arraignment.
