Rourke sworn in as Nashua’s 36th chief of police; other promotions announced

NASHUA — Veteran police officer Kevin Rourke officially became Nashua’s next chief with this week’s swearing-in ceremony, while a series of promotions were also announced.

Rourke was sworn in as the city’s 36th police chief. He was born and raised in Lowell, Massachusetts, and graduated from the University of Massachusetts at Lowell in 1995 with a bachelor’s degree in criminal justice.

He was initially hired by the Milford police department that same year, and in 1998 he became a Nashua police officer.

In his 26 years in law enforcement, Rourke has been assigned to many positions during his career, to include patrol, Problem Oriented Policing (POP) Unit, detective in the Criminal Investigation Division, and detective in the Narcotics Investigation Division.

Rourke was also one of the original members of the Hillsborough South Superior Court Drug Court team. He is on the board of directors for Family Promise and Nashua Police Athletic League. He is a member of the Congressional Law Enforcement Awards Committee.

* Joseph Fay, promoted to deputy chief of uniform operations.

Fay was born in Ayer, Massachusetts, into a military family, and spent most of his childhood overseas.

In 1995, he received an associates degree in criminal justice from Middlesex Community College. In 1999 he received a bachelor’s degree in criminal justice from the University of Massachusetts at Lowell.

He was hired in 1996 by the Ayer Police Department, then joined the Nashua force in 1998, and has 25 years experience in law enforcement.

Fay has held many positions with NPD, including patrol, Problem Oriented Policing Unit, detective in the Criminal Investigation Division, the Firearms Training Unit, and Services Bureau. He has also been on the NPD SWAT team for 22 years, and was a board member of the New Hampshire Tactical Officers Association for several years.

* Patrick Hannon, promoted to captain.

Hannon was born and raised in Middleboro, Massachusetts. In 2005 he received a bachelor’s degree in criminal justice from St. Anselm College, and later that year was hired by the Nashua Police Department.

Hannon has held many different positions, including patrol, Professional Standards Bureau, detective in the Criminal Investigation Division, and detective in the Special Investigations Division. He will be assigned as the third shift Bureau Commander for the patrol division.

* Brian Moores, promoted to lieutenant.

Moores was born and raised in Framingham, Massachusetts. He served in the U.S. Marine Corps from 2002- 2006, and was honorably discharged with the rank of sergeant.

In 2008, Moores received a bachelor’s degree in criminal justice from Granite State College. Later in 2008 he was hired by the Nashua Police Department, where he has held numerous positions, including patrol, Professional Standards Bureau, detective in Criminal Investigation Division, and detective in Special Investigations Division. He will be assigned to the Professional Standards Bureau.

* Christopher Toomey, promoted to supervisor of the Uniform Bureau.

Born in Waltham, Massachusetts, Toomey was raised in Nashua. In 2004 he received a bachelor’s degree in criminal justice from Weber State University. From 2004 to 2010 he served in the U.S. Marine Corps, was honorably discharged in 2010 with the rank of infantry captain, and was hired by Nashua Police Department that year.

Toomey has held many positions, including patrol, Problem Oriented Policing Unit, detective in the Criminal Investigation Division, and detective in the Narcotics Intelligence Division.

His most recent assignment was with the FBI Safe Streets Gang Task Force.

Toomey will be assigned as a first line supervisor in the Uniformed Field Operations Bureau.
