On the eve of Safer Internet Day, Nashua police arrest 12 on charges alleging child sex offenses

NASHUA — In conjunction with this year’s Safer Internet Day — which is observed each year on Feb. 8 — police on Monday rounded up and arrested a dozen individuals suspected of child sexual abuse offenses.

Police said the arrests illustrate the department’s commitment to sharing the message about Safer Internet Day, which is observed globally in an effort to bring awareness to internet-related crimes against children.

The sweep was conducted with assistance from the New

Hampshire Internet Crimes against Children Task Force, Homeland Security Investigations, and the

United States Marshal Service, police said.

Much of the focus of the Safer Internet Day awareness campaign is to promote “the safe and positive use of digital technology, especially among children and young people,” police said.

It is aimed at countering sextortion, “the online exploitation crime directed toward children in which coercion or blackmail are used,” police said.

Police urge anyone who may have further information regarding the cases of those arrested Monday, or who wishes to anonymously report non-compliant sex offenders or cases of child exploitation, contact the department’s Crime Line at 589-1665.

A list of the 12 suspects arrested, their charges, a brief description of the circumstances of their arrests, and their bail status and court dates, if available, follow.

* Johnny Oriol, 41, of 4 Pine Grove Ave, Apt. A, Nashua. Arrested Monday. Charged with one count each of certain uses of computer services prohibited and attempted felonious sexual assault, both Class B felonies. In January 2022 the Nashua Police Department’s Cyber Crimes Against Children (C³) Unit began an investigation into the sexual exploitation of children on the internet where a subject, identified as Oriol, was allegedly communicating with an individual he believed to be child.

Held on $1,000 cash bail pending Tuesday arraignment.

* Vincent Giugno, 18, of 79 Winter St., Hopkinton, Massachusetts. Arrested Monday. Charged with 10 counts of possession of child sexual abuse images, Class A felonies. During 2021, the Nashua Police Department

received information from the National Center for Missing and Exploited Children (NCMEC) regarding

an individual allegedly engaged in the sexual exploitation of children using various online platforms. Detectives

from the Cyber Crimes Against Children Unit furthered the investigation and arrested Giugno. Booked and released on personal recognizance bail; arraignment pending.

* Sean Olivera, 30, of 190 Ledge St., Apt. 105, Nashua. Arrested Monday. Charged with two counts, distribution of child sexual abuse images, special felonies; and three counts, possession of child sexual abuse images, Class A felonies. During 2021, Olivera was identified as an individual allegedly engaged in the sexual exploitation of children using various peer-to-peer networks. Detectives from the Cyber Crimes Against Children Unit furthered the investigation and arrested Olivera. Booked and released on personal recognizance bail; arraignment pending.

* Erin Taylor, 23, of 34 Kessler Farm Drive, Apt. 568, Nashua. Arrested Monday. Charged with five counts, distribution of child sexual abuse images, special felonies. In November 2021, Nashua police received information from NCMEC regarding an individual allegedly engaged in the sexual exploitation of children using an online platform. Detectives from the Cyber Crimes Against Children Unit furthered the investigation, leading to Taylor’s arrest. Taylor was booked and released on personal recognizance bail; arraignment pending.

* Nathaniel Guerra, 21, of 18 Conant Road, Nashua. Arrested Monday. Charged with five counts, distribution of child sexual abuse images, special felonies. During the fall and winter of 2021, Nashua police received information from the NCMEC regarding an individual allegedly engaged in the sexual exploitation of children using various online platforms. Detectives from the Cyber Crimes Against Children Unit furthered the investigation, leading to Guerra’s arrest. Booked and released on personal recognizance bail; arraignment pending.

* Noah Hesse, 23, of 213 Brook Village Road, Apt. 1, Nashua. Arrested Monday. Charged with two counts, distribution of child sexual abuse images, special felonies; three counts, possession of child sexual abuse images, Class A felonies; three counts, indecent exposure and lewdness, Class B felonies; and one count of certain uses of computer services prohibited, Class B felony. In December 2021 Nashua police received information from NCMEC regarding an individual allegedly engaged in the sexual exploitation of children using various online platforms. Detectives from the Cyber Crimes Against Children Unit furthered the investigation, leading to Hesse’s arrest. Booked and released on personal recognizance bail; arraignment pending.

* Jordan Fernandes, 22, of 7 Commercial St., Apt. C, Nashua. Arrested Monday. Charged with three counts, distribution of child sexual abuse images, special felonies. In December 2021 Nashua police received information from NCMEC regarding an individual allegedly engaged in the sexual exploitation of children using various online platforms. Detectives from the Cyber Crimes Against Children Unit furthered the investigation, leading to Fernandes’ arrest. Booked and released on personal recognizance bail; arraignment pending.

* David Montes-Rodriguez, 32, of 33 Ash St., Nashua. Arrested Monday. Charged with three counts, registration of online identifiers, Class B felonies. On June 26, 2008, Montes-Rodriguez was convicted of aggravated felonious sexual assault in Hillsborough County Superior Court South. Due to this conviction, Montes-Rodriguez is a tier III registered sex offender in New Hampshire and must register quarterly, in person, with the local law enforcement agency having jurisdiction over his place of residence for the remainder of his life. In November 2021, the Nashua police Special Investigations Division was made aware Montes-Rodriguez had failed to report online identifiers on his sex offender registration. Detectives furthered the investigation, leading to Montes-Rodriguez’s arrest. Booked and released on personal recognizance bail; arraignment pending.

* Keith Herbert, 44, of 23 Temple St., Apt. 24, Nashua. Arrested Monday. Charged with duty to inform, subsequent offense, Class A felony. On Oct. 2, 1998, Herbert was convicted of aggravated felonious sexual assault in the Middlesex County Superior Court, Massachusetts. Due to

this conviction, Herbert is a tier III registered sex offender in New Hampshire and must register quarterly,

in person, with the local law enforcement agency having jurisdiction over his place of residence for the

remainder of his life. In November 2021, the Nashua Police Department’s Special Investigations Division

was made aware Herbert had failed to report information about vehicles registered in his name on his sex

offender registration. Detectives furthered the investigation, leading to Herbert’s arrest. Herbert refused bail; arraigned Tuesday.

* Rickie Duncan, 66, of 30 Amory St., Apt. C, Nashua. Arrested Monday. Charged with duty to report, subsequent offense, Class A felony. On Aug. 3, 1993, Duncan was convicted of unlawful sexual intercourse in the 6th Circuit Court, Richfield, Utah. Due to this conviction, Duncan is a

tier II registered sex offender in New Hampshire and must register semi-annually, in person, with local authorities for the remainder of his life. In December 2021, the Nashua Police Department’s Special Investigations Division was made aware Duncan had failed to complete his sex offender registration in October 2021. Detectives furthered the investigation, leading to Duncan’s arrest. Booked and released on personal recognizance bail; arraignment pending.

* Kenneth Amber, 74, of 44 Chestnut St., Apt. 3, Nashua. Arrested Monday. Charged with duty to report, subsequent offense, Class A felony. On Nov. 7, 1995, Amber was convicted in Woburn District Court, Massachusetts of indecent assault and battery on a child under 14.

Due to this conviction, Amber is a tier III registered sex offender in New Hampshire and must register

quarterly, in person, with local authorities for the remainder of his life. In January 2021, the Nashua Police Department’s Special Investigations Division was made aware Amber had failed to complete his sex offender registration in December 2021. Detectives furthered the investigation, leading to Amber’s arrest. Booked and released on personal recognizance bail; arraignment pending.

* Kenneth Haley, 44, of 57 Harbor Ave, Nashua. One count, duty to report, Class B felony. On March 24, 2008, Haley was convicted in Hillsborough County Superior Court South of aggravated felonious sexual assault. Due to this conviction, Haley is a tier III registered sex offender in New Hampshire and must register quarterly, in person, with local authorities for the remainder of his life. In January 2022, the Nashua Police Department’s Special Investigations Division was made aware Haley had failed to complete his sex offender registration in December 2021. Detectives furthered the investigation, leading to his arrest. Booked and released on personal recognizance bail; arraignment pending.
