NASHUA – Nashua’s Motor Vehicle and Assessing Departments partially reopened last week for in-person transactions. The Nashua Public Library also reopened on July 6, offering limited in-person services. All other essential city services will continue to be conducted as they have for the past few months – online, via regular mail, City Hall dropbox or by phone.

Mayor Jim Donchess, along with public health and emergency management officials, continue to monitor and respond to the COVID-19 virus. Safety protocols and helpful signage are in place for members of the public who enter City Hall, including the requirement to wear a face mask and practice social distancing. A limited number of people will be allowed into City Hall at all times, to ensure the health and safety of all. Face masks will be provided to those who do not have one.

MOTOR VEHICLE

DEPARTMENT

Nashua’s Motor Vehicle Department began offering certain types of registrations July 6.

Staff have been relocated to the auditorium, located on the 3rd floor of City Hall. Customers will enter City Hall in an orderly fashion using the Elm Street entrance.

Specifically, we will be providing in-person motor vehicle registration services for those customers who fall into one of the three categories:

• Registration and title transfers of newly purchased vehicles.

• New residents who have moved to Nashua from another State.

• New residents who have moved to Nashua from another town or city in New Hampshire. 

All other motor vehicle registrations are being processed by online (all online fees are waived through Aug. 31, 2020), via regular mail or paperwork can be put into the City Hall drop-box slot, located at the back of City Hall. Make sure your name and phone number are on your envelope.

As we anticipate lines forming near the Elm Street entrance on July 6, customers will be greeted by City Hall staff members. Due to the limited capacity available within City Hall, customers will receive a pass which will include the date and time of their appointment to enter the building. Customers are encouraged to timely report for their assigned time.

LIBRARY

The Nashua Public Library reopened with limited service on July 6. Customers will be able to enter the building to do the following:

• Pick up materials they have reserved and browse and check out new materials. A small collection of items for children and teens will also be available for browsing and checkout.

• Use computers and printers, by appointment only. Call 603-589-4600.

• Pick up free bag lunches and packets of nonperishable food for children under 18.

• Pick up items printed remotely using the Print From Anywhere service.

• Make photocopies and send faxes.

• Get advice from librarians about what to read or watch next.

• Curbside pickup will continue to be available both for items placed on hold and food packets. The expanded Books by Mail program is also available.

 The building will be open and curbside pickup is available Monday-Thursday, 10 a.m.-7 p.m. and Saturday, 10 a.m.-2 p.m. 

To keep customers and staff safe, these restrictions will be in effect:

• A maximum of 23 customers may be in the building at a time.

• Masks will be required. The library will have a limited supply available for customers who arrive without one. Staff will retrieve items for people who cannot wear masks and bring them outside the building.

• Items will be available using self-checkout only; staff will not check out materials.

• Interlibrary loan will not be available.

• The Chandler Memorial Wing and its meeting and study rooms will be closed.

DIVISION OF PUBLIC HEALTH AND

COMMUNITY SERVICES

The City of Nashua Division of Public Health and Community Services will begin a phased re-opening of services starting on July 6, 2020. At this time, we will continue virtual services and only select services will be made available in-person by appointment. We recommend continuing to contact us via phone or email, or by visiting our website at www.NashuaNH.gov/DPHCS. If you need to make an in-person appointment, please call the appropriate department number listed below.

If you make an appointment to receive a service at our building, you will be advised to call the appropriate staff member or department phone number upon arrival. Upon entrance into the building, you will be asked to complete our screening protocol. To ensure the health and safety of our staff and clients, if you have a fever or answer yes to any of our screening questions, you will be asked to arrange for a COVID-19 test. While you are in our building, our staff will be practicing social distancing, wearing face coverings, and practicing proper hand hygiene. Our visitors will be asked to do the same.

The Community Health Department will provide limited services by appointment only utilizing our mobile clinic van. For STD/HIV/HCV testing and immunizations, please visit our website for our mobile clinic schedule. For infectious disease information and services, please visit our website or call us. For asthma services and lead testing, please call us to schedule an appointment. SSANA services are available in Nashua on Mondays from 10 a.m. to noon between Temple Street and Cottage Street and Wednesdays from 2 p.m. to 4 p.m. at 77 NE Boulevard. The Welfare Department is continuing to process applications for assistance through telephone interviews and may be able to see individual’s in-person on a limited basis by appointment only. To request an application and to schedule an interview for determination of assistance requested, call our main number. Application materials may be sent electronically via email, via facsimile, or mailed through the U.S. Postal Service to 18 Mulberry Street, Nashua, NH 03060. Arrangements can also be made to pick up or drop off application materials in person by calling the Welfare Department.

CITY CLERK’S OFFICE

We continue to take online orders, mail-in and drop-off requests. Services that require our residents to appear in person, continue by appointment only. More information is online at nashuanh.gov/clerk or by calling 589-3010 and choosing option 5.

Voter Registration and Absentee Ballots: Due to the COVID-19 crisis, the NH Secretary of State and Attorney General have determined that all citizens of New Hampshire can register to vote absentee and/or vote by absentee ballot at the upcoming fall elections.  Forms to register to vote absentee and requests for absentee ballots may be made by mail, email, fax or hand-delivered in the City Hall drop-box. Absentee ballots will be available by mid to late summer.
