City releases assessment information document

New report prepared by KRT Appraisal

By Mathew Plamondon - Staff Writer | Mar 22, 2019

NASHUA – With residents still raising concerns about the city’s Assessing Department, Nashua officials have released a Residential Assessment Information Report, prepared by KRT Appraisal.

The report shows a snapshot of property valuations performed during the revaluation in 2018, as well as the policies and procedures used by the Massachusetts-based company and the software used within the city’s assessing functions.

The report was ordered to be released by Mayor Jim Donchess as a way for the city to be more transparent in terms of the assessing process after multiple property owners complained.

“Implementing the actions as directed by the management audit of the city’s assessment department is the first step to reforming the department and the first of many opportunities for the city to be more transparent when it comes to the assessing process,” Donchess said.

The audit, which was performed by Chief Financial Officer John Griffin and the Mayor’s Office Chief of Staff Kim Kleiner from November to February.

It brought to light a lack of training, policy and procedure.

While the audit’s report recommended creating and updating the policies and procedures used to reflect the current state of operations, city officials also maintain they are working toward providing the concerned members of the public with more transparency.

With the goal to help property owners gain an understanding as to how property assessments are calculated and property cards are created, the residential report is a step toward the transparency residents desire.

According to city officials, the list of land parcels and properties in the residential report reflect sales that took place from April 1, 2017 to March 31, 2018, and are the benchmarks used to calibrate the existing valuation model so assessments are brought to market value.

Also included in the report is the AssessPro software the city uses as its Computer Assisted Mass Appraisal system, giving property owners insight to the calculations and algorithms used to generate the assessment for properties, including land and building.

The report is available at Nashua’s website: www.nashuanh.gov/150/Assessing-Department.
