Wilton Select Board ink boundary-line agreement

WILTON – The Select Board used a “fifth Monday,” April 29, for a work session to try to close some issues. Under their new meeting schedule, the board meets on the first and third Mondays of the month.

Board members signed a boundary line agreement with Adam and Melinda Royds, which has been under discussion for some months. A survey had shown that a portion of the Royds’ property actually belonged to the town under an agreement made in 1936 to expand Laurel Hill Cemetery, but not officially surveyed.

An agreement with the new owners of Nelson’s Candies concerning the former bowling alley, which was extended under the sidewalk close to 100 years ago, has not been reached. The question will be discussed with town counsel.

A discussion of an employee performance review process will be continued at a later meeting. Town Administrator Paul Branscombe displayed samples from other towns, and it was agreed it should include an employee input form.

Work on the Old County Farm Road bridge has been slowed by disagreements as to what should be done, and the costs of various proposals. The condition of the Class 6 portion of the road is causing flooding which affects the bridge.

Dawn Tuomala, who owns property on that section, has told the board the ditches and culverts need to be upgraded.

Board member Kermit Williams said “the flooding has to be dealt with,” and Board Member Matt Fish agreed. “Our road crew with an excavator could do it.” He also said he thought the town “should just move forward with the current plan for cutting trees.”

Member Kellie-Sue Boissonnault again addressed the issue of long meetings. “We don’t have to have public comment,” she said. “This is a meeting of the board and the public is welcome to observe.”

Length of those comments could be limited. Other suggestions included a time limit for each agenda item, or a time limit on the meeting itself and continuing any unaddressed items to the next meeting.

Member Kermit Williams said that could not be done “unless we have weekly meetings.”

No action was taken.

The next meeting was set for Monday, May 6, 6 p.m., in the Town hall courtroom.
