Pappas, Sherrill, Newman, Malinowski introduce Toll Credit Marketplace Act to bolster state transportation projects

MANCHESTER – U.S. Rep. Chris Pappas (NH-01), Mikie Sherrill (NJ-11), Marie Newman (IL-03) and Tom Malinowski (NJ-07) introduced the Toll Credit Marketplace Act of 2021. This legislation would establish an innovative marketplace that will increase resources available for states’ transportation and infrastructure projects.

Under current law, toll credits accrued by states are allowed to be used to cover local matches for federally funded projects. However, these toll credits can only be used for federally funded projects within the state where the credits were accrued, leaving many states with extra toll credits on the table. This legislation creates a marketplace for states to sell toll credits to fund state and regional transportation projects.

As of FY 2019, there was over a $29 billion balance in unused toll credits nationwide, including a $202.7 million balance in New Hampshire.

“Due to outdated policies, states such as New Hampshire have hundreds of millions of dollars in federal toll credits on the table they can’t fully utilize, despite a backlog of infrastructure projects,” said Congressman Pappas. “I’m glad to have Reps. Sherrill, Newman, and Malinowski join me in this commonsense effort to allow states with surplus toll credits to trade and leverage them for projects that will improve our transportation system, create jobs, and bolster our economy.”
