Why is the governor complaining?

?It’s hard to see how the New Hampshire House Finance budget is “devastating” state government, since it spends more than last year. What I really don’t understand, though, is how Gov. Maggie Hassan can complain about the House budget. She says she wants state government to be more efficient, more innovative and more transparent. Making state agencies justify their spending and then live without bigger and bigger increases to their budget seems like the perfect way to make sure the agencies that work for Maggie Hassan innovate, save money and come clean about whether what they’re doing is working.
