Firearm discharged during dispute

NASHUA – Citing his finding of evidence that Justin Soeum has a “significant substance use disorder” and has considered suicide, Judge Charles Temple on Tuesday ordered the 24-year-old Hudson man held on preventive detention as his domestic-violence case moves forward.

Soeum, of 2A Rangers Road, is facing a series of charges accusing him of goading a family member into a verbal argument, then retrieving, loading, waving around and firing into a wall a 9 mm Ruger handgun before allegedly trying to kick police officers early Monday morning at the Rangers Road residence.

Tuesday, he entered pleas of not guilty to the charges and waived formal arraignment, then went before Temple for a bail hearing.

While Temple ordered Soeum held on preventive detention, he also ordered him enter an in-patient substance use disorder treatment program, with the understanding that Soeum’s bail would be converted to personal recognizance at that time.

The charges he faces include four counts of reckless conduct and one count of criminal threatening with a deadly weapon-domestic violence, all felonies; two counts of simple assault on a police officer and resisting arrest or detention, misdemeanors; and one count of unlawful discharge of a firearm, which is a violation-level offense.

Police said in their reports that officers were called to the Rangers Drive residence early Monday morning for a report of a domestic altercation, and upon arrival found a man, identified as Soeum, with a laceration to his finger.

They took him into protective custody and called for emergency officials to treat the laceration, police said.

While waiting for the medics to arrive, police said Soeum allegedly became combative, allegedly attempting to kick the officers present, while otherwise struggling with them.

Once treated for the laceration, Soeum was placed under arrest, police added.

Those present during the incident told police Soeum, after loading the handgun, went into the kitchen and allegedly began waving it around, before aiming it at a wall and firing.

While two people were in the kitchen with him at the time, nobody was injured. One of them was able to take the weapon from Soeum before police arrived.
