Mystery 4-story building on a barge floats into Portland harbor

A four-story building of unknown purpose is being brought into Portland's harbor, to get fitted out before heading who knows hwere, according to this story from the Press-Herald.
The story says it's probably a control center for an oil terminal, perhaps for a $14 oil-field expansion in Newfoundland that Exxon is doing.
But I'm sure you can think up more interesting possiblities.
